Decline And Fall Of Empires In The World History Essay Published on the Cappuccino Culture page of the Spectator web site on 23rd November 2009 under the heading Decline and Fall is an animated cartoon representing the relative sizes of empires from 1800 until the present day.  [i]  Each empire is represented by a blob that either increases or decreases in size over the period. The collapse of the red blob representing the British Empire, the biggest, is of course marked in the period from the end of the First World War. The only comment this web page elicits is one which notes, this was not interesting you stole three and a half minutes of my life. I offer this counter factual observation at the start of an essay which will set out to show that the British public do indeed have an interest of sorts in the history of their empire, but one that perhaps is not entirely at one with the views of historians. As a listeners comment on the BBC Radio 4 history of the empire puts it,  [ii]  half the world may hate the English for the su ccess that was the empire, the other half for the scourge inflicted upon them, but please stop it with the apologies. Put simply my argument is that while post colonial theories of empire may still be in the van for academics, the British publics view has developed a more Whigish tendency born of nostalgia. Niall Fergusson has come to be portrayed as the primary advocate of the notion of the benefits of empire. Niall Fergussons book, Empire: how Britain made the modern world,  [iii]  was accompanied by a television series on Channel 4. The success of the programme was to set up its presenter alongside the likes of Simon Schama and Kenneth Clarke, as a well known personality with his own cult of popularity. For Fergusson it raised a profile which is now established in neo-conservative circles in the US, and he has become a prolific commentator on current affairs for a number of media outlets. He is widely recognised as clever and provocative, and has continued to develop his controversial argument that the British empire was good for the world.  [iv]  While Fergussons forte is undoubtedly economics and finance, an area of scholarship where much of his other publications are situated, he does not skimp on ranging across the panoply of empire history including setting out where the British empire went wrong the horrors of slavery or the brutality that occurred at the Battle of Omdurma n. In asking whether the empire was on balance good or bad, his view can be summed in his own words that, no organisation has done more to promote the free movement of goods, capital and labour than the British empire in the 19th and 20th centuries. And no organisation has done more to impose western norms of law, order and governance around the world.  [v]   A Gallup poll taken in 1998 found a British populace who were unapologetic about the Empire. As the Economist noted, the politically correct idea that there was something shameful about colonising large swaths of the world had little resonance amongst the public.  [vi]  This was the same year that Tony Blair was busily articulating Britain as, Cool Britannia, a model 21st century nation to the Labour party conference. Whilst 60% of those polled regretted the empires passing, only 13% thought that the country could have retained its imperial possessions if it had wished. But the way Tony Blair talked about empire had changed to reflect this public mood. It had developed from what had been the normal reference in the leaders conference speech to decolonisation. By the 1997 conference the creation of a significant empire was one of a long list of British achievements. A minor change but perhaps significant given the New Labour ability at the time to sense and articulate the centre g round of the electorate. It is a tautological statement to say that nations develop differing narratives of their imperial legacy. Such narratives will help shape contemporary popular views. In particular, it will colour the judgement as to whether the loss of an empire was viewed as a defeat, and if so, whether there was a consequential impact on perceptions of national self esteem. Kumars comparison of the French and English experience is instructive.  [vii]  He notes that for the English the distinction between past and present is pointless: the future is viewed through the resource of a thoroughly assimilated history. This is contrasted with the turbulence of recent French history where the past remains alive. The result for Kumar is that the French now have a significant tradition of self reflection which manifests itself in a strong sense of nationalism and national identity. He contrasts this strongly with the English case. And in considering this more specifically within the context of empire, th e overall French perception was driven by their not being as successful as their imperial competitors, in either the scale of the empire they achieved, or the subsequent management of decolonisation. The end of the British Empire was not only rapid but also remarkably peaceful, notwithstanding some outbreaks of nationalist hostility. It was not accompanied by radical political upheaval: in Britain itself, all was calm. The British had seeming accepted the collapse of their empire with an equanimity bordering on indifference,  [viii]  which was a contrast with France and Portugal, where decolonisation was followed by political convulsion at home. As David Cannadine cogently puts it in a book of essays on Britains adjustment to the loss of empire, the British Empire may have been won in a fit of absence of mind, but as far as the majority of the population seems to have been concerned, it was given away in a fit of collective indifference.  [ix]  This is not a nation grieving a collective sense of loss. But such analysis maybe a little too simple. There could have been in the popular British psyche a deliberate trade off between the perceived benefits of keeping the empire as opposed to the alternatives. The eclipse of empire could have passed unnoticed against a backdrop to a shattering of the faith of imperial markets which occurred before decolonisation took place, and then after 1945 the social priorities that were accorded to the welfare state and industrial intervention to deliver material improvement.  [x]  It is clear this argument can be developed further to include other events in post war Britain such as the European Union dimension, and the unwillingness or ability to afford high levels of defence expenditure and its consequential impact. The reorientation from the east to Europe was well on the way by 1998 as the Gallup survey noted. 50% thought Europe rather than the empire meant more to Britain.  [xi]   A further complication to the popular view of empire can be developed, which is a tapestry of opinion that reflects the internal boundaries of the United Kingdom. The title of Condor and Abells work says it all in this regard, Romantic Scotland, tragic England, ambiguous Britain.  [xii]  The conclusions from the interviews that formed the basis of the research showed that in Scotland, respondents inferred heroic national character from Scotlands role in the Empire. Whereas in England, the story of empire was understood to represent a product of excessive nationalism. However, the concept of Britishness was in both groups understood to predate and postdate the history of empire. This is in fact just another way of saying that as a nation the British had assimilated the empire rise and fall to their own historical narrative. A consequence of the decolonising experience in Britain appears to have been that the recent teaching of history is devoid of content when it comes to the empire. Indeed if I recall both my O and A level history courses in the late 1970s, empire did not prominently figure. Such a notion was explored by a Prince of Wales summer school in 2003. The rub of the question was that if European imperialism was the most important historical trend of the 19th century, and the British Empire was the biggest and most important of the empires, why did it not it figure more prominently in schools teaching? As the Guardian reported, schools do week after week of British social history and only one week on the empire. In terms of significance it is not enough.  [xiii]   The knowledge of empire amongst a generation now one step removed from the Second World War and the decolonisation afterward is too superficial. Our aggravation Fergusson summed the point,  [xiv]  we can teach the British Empire without saying its either a good or a bad thing. It is both good and bad. One simply needs to know about it how it arose and how it declines. These questions arent in anyway politically loaded. Theres an incredible hangover from the 60s left that says anything about empire must be bad. Im in no way pushing my own interpretation of empire. Its just that it should be at the core of what we teach people about modern history. The reluctance of schools to teach the history of empire and even more the examination boards to set the syllabus is bamboozling and rather smacks of avoidance. But avoidance as a consequence of what embarrassment at the event or the analysis? An Ofsted report on the teaching of history in schools questioned whether a lesson on empire in a three year history course was sufficient given the subjects significance and concluded it was not.  [xv]  It found that pupils aged 16 would have had 3 or 4 lessons on the subject of empire in their previous 5 years at school. But this is not about providing a unitary explanation of empire in the classroom. The advice Ofsted gave to schools was that pupils should know about the empire and that it has been interpreted by historians and others in different ways. However, others in education were more strident in their criticisms. Dr Andrew Cunningham, a teacher, argued that while the empire might be forgotten in the UK, around the world this was far less likely to be the case where the imperial legacy was the English language, a strong sense of liberty, an impartial legal system and stable parliamentary government.  [xvi]  He also noted that the legacy lived on within the UK with an ethnically diverse populace drawn from across the former colonies and living together in relative harmony. In an increasingly globalised and interconnected world the existence of old links between peoples, such as language and law, are fundamental building blocks for future relationships. They together with immigration to Britain are important legacies from empire. The Commonwealth bruised and battered in the 1960s and 1970s retains a surprising utility as a dense global network of informal connections, valued by its numerous small states.  [xvii]  Whether or not this judgement shows a transition in the historical analysis of the empire by the BBC is only a question that the corporation itself might answer. But the analysis has moved on from that of an earlier BBC website for school children which starkly noted,  [xviii]  the Empire came into greatness by killing lots of people .. and stealing their countries. The issue of hindsight is key in considering historical perspective, and that is as true for analysis of the British Empire as for other events in the past. Time and distance aid the historian by answering the question of what happened next. It is only in the recent 10 to 20 years that histories of the British Empire can begin to be written by those for whom the ideology of decolonisation is a historical phenomenon. Now they are able to judge the claims and successes of what the Ghandis and company of the world constructed as well as assailed.  [xix]  In chronological terms, Fergusson fits neatly into the category of young historians that Richenberg had identified and to whom he offered such a proposition. As he says, many of the sins of dictatorship, tribalism and exploitation which the British committed in Africa have been overshadowed by those of their colonial successors. It is not that this legitimises the wrongs of the Empire, but it makes it easier for many to attempt to i nterpret what was a liberal empire as an intellectually flawed but not dishonourable attempt to solve problems. With little adjustment such observations would suffice for a publishing editors summary for the back cover of Fergussons book. While retrospection is an aid to comparative analysis it is also an equally useful tool for those who believe the legacies of empire might not always be viewed quite so benignly through such an optic. Jack Straw, when Foreign Secretary, identified Britains imperial past as the cause of many of the modern worlds political problems, including the Arab-Israeli conflict and the Kashmir dispute.  [xx]  Fergusson, perhaps predictably commented that Mr Straw was guilty of chanting the old National Union of Students refrain we are to blame.  [xxi]  Conversely though, there is a view for example that the partition in India/Pakistan was now far more important as the defining context for contemporary and future politics, than the legacy of the empire. Perhaps while retrospection helps it does need to be treated with a degree of caution. It is always easy to be wise after the event or as Barry Buzan from the LSE noted in the same article, like looking back at a game of chess; its much ea sier afterwards to work out what the moves should have been. In doing so he captured the views of other historians such as Andrew Roberts and J B Kelly. This gradual development of the view of Empire from apologist during decolonisation to now more benignly contemplative is most clearly reflected in the Commonwealth. Here former colonies are individual nations bonding of their own volition as equals. It shows too that the assimilation of history into a continuous narrative is not solely a British experience. As an institution during the 60s and 70s the Commonwealth was viewed by most as an irrelevance. Indeed during the 1980s, Britain was isolated over its stance on South Africa. Now it is a family of 54 member countries with membership across all the worlds continents, including 1.8 billion people, or 30% of the worlds population. Extraordinarily 50% of that combined population are under 25 and so, many are in some cases 2 or 3 generations removed from direct experience of colonial rule.  [xxii]   The Royal Commonwealth Societys website describes how all its members are united by agreed common values, principles, heritage and language. They also share similar systems of law, public administration and education and work together in a spirit of cooperation, partnership and understanding. The increasing status of the organisation is such that membership continues to grow to countries that were outside British colonial rule, for instance Rwanda. There is a binding of human experience and values implicit in what the Society says: it is not unrealistic or even nostalgic about the past but in effect says, we are where we are, lets look forward. Given the ethnic diversity of the British population, the Commonwealth is a link by which various disaporia can remain in touch around the world. The Commonwealth is for most of the British public the most visible living legacy of the empire, with its link championed by a monarch who has lived through the decolonisation process. A living body, not a colonial relic, the Commonwealth is a successful story which looks set to strengthen in the future. It has 5 of the worlds economically fastest growing countries (including India) as members and the connections arising from the legacy of British rule mean trading costs 15% less than elsewhere in the world.  [xxiii]  The Commonwealth has developed into a consensual, informal and adaptable organisation that could be uniquely useful. Such a view cannot help strengthen the bodys reputation in the British publics perception. As the number of Britons with recollections of colonialism are relatively few, such a modern image could well colour perceptions of empire and make its legacy appear benign. The passage of time might have started to heal some of the rawness that underpinned the harsher views of empire that were prevalent in the latter half of the twentieth century during the decolonisation process. The link between many of the liberation movements in the old colonies and Marxism was strong. The subsequent defeat of communism in west and the strengthening of liberal explanations of the benefits of market capitalism and democracy has also helped to soften the often black and white terms in which empires were viewed during decolonisation. But it is the case too that the political left might be leaving its traditionally hostile view of the colonial legacy behind. Clare Short as the Minister for International Development wrote to her Zimbabwean opposite number in 1998, (we are as a government) without links to our colonial interests.  [xxiv]   An example of overall softening of the retrospective views of empire was set out by Michael Palin in an interview when he became the new President of the Royal Geographical Society.  [xxv]  Believing that it might now be the time for Britain to stop fixating on the negative aspects of empire, he said, if we say that all of our past involvement with the world was bad and wicked and wrong, I think we are doing ourselves a great disservice. It has set up lines of communication between people that are still very strong. We still have links with other countries culturally, politically and socially that perhaps we shouldnt forget. Commenting on the interview the historian, Andrew Roberts,  [xxvi]  said, alleluia! Mr Palin is quite right to acknowledge that the British Empire has been taught in particularly abject way in recent years. But before we all get somewhat carried away, some sense of proportion is important. Historians do consider themselves the purveyors of what might be the inconvenience of truth. Though even they are sometimes forced to criticise the over enthusiasm of their profession. My point is ably demonstrated by David Anderson in a review of the work of the American historian Caroline Elkins.  [xxvii]  She had assessed the number of Africans killed by the British in the Mau Mau rebellion as 300,000. The figure had provoked considerable criticism including from Anderson who had personally researched the field. Noting the affect of such exaggeration was to give succour to defenders of the legacy of empire, he was quick to make the counter point. While the British were no more atrocious as imperialists that anyone else, they were no better. It is time we set aside British amnesia and squared up to the realities of our empire, he wrote. In British politics there has been for most of the 20th century amongst the left a perceived connection between colonialism and capitalism. The expectation was the demise of empire would facilitate the building of a socialist society. But even where over time the economic arguments against colonialism splintered or faded the principles of the right to national determination and a generalised internationalism survived.  [xxviii]  Movements such as that for Colonial Freedom, launched in 1954, had at heart a deeply held view that colonialism was an evil for British society as well as for the colonised because it was morally corrupting to the identity of the British self. If it is the development of broader political thinking in society that helps set the context for the acceptability or otherwise of fresh historical analysis, then there has been some perceptible recent shifts. A speech by Gordon Brown on Britishness in 2004 it drew both on leading historians of the British national story and cast a net into more right wing territory too. The reasoning was that it was politically disastrous for centre left parties to abandon the ground of national identity and patriotism.  [xxix]  As Brown reflected on the historical aspects of being British, there was a Whigish air to his account. Any sense that the political aspect of decolonisation is the pervading approach amongst historians has long started to ebb. Whilst the initial veer away from an Anglo-centric perspective on the break-up of empire still maintained some elements of a political theme, the focus has moved to the study of individual countries achievement of self-determination.  [xxx]  There is still a considerable way to go in the historiography of empire, for instance in terms of the study of womens history. Coincident with the increasing profile of Fergusson in the mid-noughties, a number of historians have delivered grounding breaking research into the legacy of empire along these new lines. Andersons research on the Mau Mau uprising in Kenya in the 1950s was one such case. Undermining the received wisdom of an orderly retreat and deals done at conferences is that empires are not glorious being concerned with the power relations, the domination, often de-humanisation, of one race by another. For Anderson the British empire was no different.  [xxxi]  His research has been more focused, not the coffee table book tableau view, but dealing with specific events or countries shining a light upward into how we might view the empire enterprise as a whole. The irony here though is not that Fergussons work is viewed as novel or controversial: rather it is the thesis that must be challenged, rather than challenge. However, Stephen Howes claim that Andersons work will transform our understanding of how the British Empire ended and force a wide re-evaluation of Britains modern history is pushing the point.  [xxxii]  The issue remains that a considerable body of the new work that is aimed at the wider readership is still Anglo-centric. The charge here is that Fergusson is not a heavyweight historian, with his works relying too heavily on secondary texts. As the reassessment of empire progresses with old mythologies being re-evaluated as opposed to rehashed there is a danger that work like Andersons are not permeating effectively enough into the popular histories  [xxxiii]  . Tapan Raychaudhuri in considering the legacy of empire from the Indian perspective argues that few serious historians in India see much that was good in Britains imperial record. However, there is little evidence to suggest that in terms of empires legacy with the British public that such a view has entered the genera l consciousness. The impact on Britain of the loss of an empire is different from that on the former colonial states who composed it. It can be hypothesised that the recent British experience was one of becoming a new nation born from a loss of identity (empire) rather than through the more normal moment of achievement of self-determination and sovereignty. The British and maybe its currently subordinate identities have only begun to value their status as a nation as they have lost its as an empire. Looking to the future, rather than embraced tradition, the past is a foreign country.  [xxxiv]  However, this thesis rather misses the point. The relationship to football that Robinson uses is not strong enough. Past results, whether triumphant or ignominious, are sustained in the pantheon of the football clubs history together with the folklore that accompanies them. It is no guide to future performance on the pitch but it is not dumped, as history becomes part of the living entity that is the club . Extrapolating to Britain, the same is true: history has not been forgotten but assimilated. The notion of popular imperialism is not a new one. Indeed the Falklands war in 1982 could be argued to be the last visible outpouring of such sentiment, though the peaceful return of Hong Kong is another somewhat less jingoist example. It should not be a surprise that a positive idea of the empires legacy or receptiveness (even amongst the cynicism of the Channel 4 commissioning editors) to the work of authors such as Fergusson does exist. The success of imperialism as a popular cultural phenomena during the 20th century was set out by MacKenzie.  [xxxv]  The empires popularity was a core ideology in Britain which later morphed into nostalgia. However, given natural human emotions, it would be hardly surprising that the visible and quick end of empire after 1945 would not evoke such sentiment. Equally the extent though that nostalgia was a means of escaping the harsh realities of the day is of course a moot point. Though as the Economist noted,  [xxxvi]  having taken the loss of empire relatively lightly, the British publics concept of identity had been fortified by a comforting set of images of national heroism derived from the Second World War. But nostalgia can be both melancholic as well as euphoric. In the late 1970s the economic and political challenges in Britain were different from today and discussion was focused on how their malaise coupled with the loss of an empire could be met.  [xxxvii]  Events like Suez summed up the sense of decline associated with decolonisation, but in the public consciousness, victory in the South Atlantic in 1982 has to some extent become linked with economic reform and major so cial readjustment. Today notions of nostalgia continue to be reinforced by newspaper articles,  [xxxviii]  for instance those covering the current troubles in Yemen. In an article headed, We regret driving out the British, ex-Marxist revolutionaries spoke nostalgically of imperial masters they had fought to remove. Whilst patently British rule is not going to return to Yemen, the continued theme of such articles together with similar ones that most of us have read with regard to the Indian sub-continent reinforce a narrative that underpins the articulation of the some of the putative benefits of imperial rule; albeit driven more by nostalgia than rigorous analysis. Whilst the revival of the neo-Whig view of empire is associated with Fergusson it is possible to see the earlier emergence of the same train of thought. Max Beloff noted that for younger historians coming of age when he was writing in 1995, an optimistic view of empire was not difficult to find, where the sins of empire had been redeemed by a legacy of democratic institutions and liberal ideas, notably represented by the Commonwealth.  [xxxix]  He continued, the history of the British Empire could be studied to see how this glorious consummation had been achieved. I would not be so bold as to argue that this was an executive instruction to Fergusson, but my point is that the structure of the argument was already there, albeit in an embryonic way. However, when Clements at a similar time made his plea for more analysis of the economics of empire as a means to aiding its public reassessment, he probably did not have the direction that Fergusson subsequently took in mind.  [xl]  Its conclusions were probably 180 degrees out from what he had anticipated. We have all engaged around the dining room table or at the pub in those rather spurious conversations along the lines of what if we hadnt won the first world war. Such counter factual analyses of history are popular but their value debateable. But it is unsurprising in the sense of the determination to provoke that Fergusson edited a book of counterfactual essays. From Biblical times through to the Shakespearean Era, all the way to the Middle East Crisis and the creation of Israel, the Jews have been persecuted and blamed for the problems of the world. The most horrifying account of Jewish persecution is the holocaust, which took place in Europe from 1933 to 1945 when Adolf Hitler tried to eliminate all the people that he thought were inferior to the Germans, namely the Jews, because he wanted a pure Aryan State.   Ã‚  Ã‚  Ã‚  Ã‚  In January of 1933, Adolf Hitler, who was part of the Right Wing National Socialist German Workers Party or Nazis, became Chancellor of Germany. Chancellor was the highest and most powerful position in all of Germany, and this gave Hitler the control of everything and everyone in Germany, after that nothing would ever be the same. Hitler wanted a pure Aryan State, a country that had a superior race to the rest of the world. This meant that he would have to kill all of the people who stood in the way of his purification. This was called a cleansing of Germany. Hitler had most of the Jews, Romani (Gypsies), Poles, Slavs, homosexuals, the anti-social, communists, socialists, trade unionists, Jehovah Witnesses, and the mentally and physically handicapped people whom were holding back the advancement of the Aryan’s executed, this was called â€Å"Aryanization†.   Ã‚  Ã‚  Ã‚  Ã‚  Knowing who was and who was not a Jew was one of the problems that faced the Germans at beginning of the Holocaust. You were considered a Jew if you had three or four Jewish grandparents who were Jews, even if you weren’t a part of the Jewish community. You were known as a Mishlinge or half-breed if you had one Jewish grandparent, and you were considered a half-Jew if you were part of the Jewish community or married to a Jew. All these people were known collectively as â€Å"non-Aryans.†   Ã‚  Ã‚  Ã‚  Ã‚  People often wonder why no one put a stop to the elimination of the Jewish people; but most people did not know what happened in Germany and the rest of Europe until the end of the war. If they did know about it they chose not to believe that it existed and thought that it was only a bunch of lies. It is also scary to think that so many people believed that he was right and that they truly could get rid of all the Jews and non-Aryans. In my opinion it is disgusting that people could actually have thoughts like that, it just proves that he are not as great as we think we are and maybe we are not the smartest and most intelligent creature on the earth. We have to stop blaming others for something that we are not or for something that we did, it’s just not right. During the Holocaust six million Jews died whether from the extermination camps, malnutrition, disease, being executed or by medical experimentation. In 1933, before WW II there were approximately nine million Jews living in twenty-one European countries, which Germany would soon occupy. At the end of WW II six million Jews had died. A jolting sixty six percent of all Jews died that means two out of every three Jews died because of Adolf Hitler and his followers. Jews were not the only ones to be persecuted hundreds of Gypsies, Poles, Slavs and other ethnic groups, along with homosexuals and other â€Å"insuperior† races were also persecuted.

North Korea as a Nuclear power

It is now known that North Korea, continuing on the path of defying the international community, became a nuclear nation, or is close to becoming one within a short period of time, depending on a variety of factors.The latest declaration of the North Korean government regarding conducting a nuclear test is bringing the chapter of this country in what concerns its relations with the rest of the world to its final phases.According to Abramowitz and Lynch (2006), the White House wants the various members of the United Nations, especially those with permanent seats in the Security Council, to agree on immediate measures that can be considered as punitive actions against the government in Pyongyang. The two authors state that there are still doubts and questions concerning the â€Å"the strength and success of the reported North Korean explosion, but there was little doubt among White House officials, lawmakers and outside experts that the action added a volatile new ingredient to an alr eady dangerous world environment†.The doubts concerning the test are caused by two factors: First, that the United States and other countries do not trust what the regime of North Korea says, and the second is what was stated by Naughton and Knight (2006) when they reported that the test was done through the detenation of bomb underground, and that the explosion caused an earthquake measuring about 3.6 on the Richter scale. This gives us an idea that the explosive device was of some size around 500 tonnes, which makes its power reach the equivalent of one-thirtieth of the power of the bomb deployed against the city of Hiroshima at the end of the World War II.Even though there is total agreement between the permanent members of the Security Council to condemn this action, there are still certain doubts about the next steps to be taken. As it is widely known, North Korea is practically suffering from a regime of sanctions imposed on it by many countries (including the United Sta tes), but there are other elements to take into consideration. As Nichols (2006) reports, â€Å"despite the hard-edged rhetoric, foreign policy analysts and nuclear experts pointed out the obvious: World powers have tried to bully, threaten, cajole, entice, sanction and sweet talk North Korea into the community of nations for 50 years, without success.†This is a difficult reality to deal with, especially when we know that countries like China (and maybe Russia) are always reluctant whenever the discussions reach the point of severe sanctions. According to Jim Walsh, a North Korea expert at the Massachusetts Institute of Technology, the United States and Japan do not really have many options if China refuses to pass a strong resolution against North Korea (Nichols, 2006)The image that we have about North Korea, according to Harrison (2006), is not a correct one. The country is politically stable and is growing economically. â€Å"North Korea is stable and there is more econom ic activity in Pyongyang than I have ever seen—more cars and bicycles, better-dressed people, more restaurants, more small mom and pop stores, and above all more interest in making money.†From this angle, we can understand why sanctions did not work in the past, and why it is possible that it would not work in the future; in addition to the fact that North Korean officials have already declared that â€Å"sanctions imposed by the US were a declaration of war, and had forced it [the government of North Korea] to go ahead with plans for testing.† The worrying factor here is the impact that is expected on the countries in the region: â€Å"There are fears that a North Korean nuclear test could trigger a regional arms race. Japan could seek its own nuclear deterrent in a move that could aggravate historical tensions between Japan on one hand and China and South Korea on the other† (The Guardian).The government in North Korea is a dictatorship that has a terrib le record in what concerns human rights and the persecution of political opposition and with subjects related to public freedoms. Is the current welfare system a problem Essay

Poverty and inequality has always been the problem that confronts the many leaders of different nations. It was a long weary issue yet unfaltering. The many times we can behold it, the many times will I yell the grievances of the poor and the deprived. Hierarchy of classes occurs since time immemorial. The Biblical times even have account for that, but the most disgusting is the continuous perpetuation of the situation, the despicable and unfathomable exploitation of the poor by the elites and the growing wealth disparity. How many times did proposals were made and yet proposals remain as it is, it never attempt to address the basic needy of the poor. People grew weary and tired in of hoping that all their ails were to be address accordingly, but it was always a fancy illusion. When somebody toils for subsistence, the state always exploits him, his vulnerable soul. Heavy taxes and the cost of living were surging. How can he find fulfillment in a society, which he lives thereby/ it’s all useless. Even justice was at all naught. It favors those who live in luxury and never was fashioned to the marginal population. In every corners of the world, anvil is laid for the rich, and never for the poor. Sometimes, you cannot blame for their wrongdoings, for their transgression on the lives of others. The society pushes them to do so, and apparently, their body reacts. Even the figures published by the government were all falsely done. In a broader perspective poverty does not alleviate, it even upsurge. We need not to dig deeper on the and establish a methodology to measure a single family their capability or incapability to sustain their family to come up to a conclusive grounds that they are really belongs to the poverty line. It is more then enough to see their famished predisposition. But famish must be understood not on its context only. Everybody feels famish at times, anyway. Famish co-exist with duration. The longevity of being coiled to starvation is not a natural process of life. It is a disease inflicted by the society’s unsophisticated individuals. Thus, it is problems that need to be resolve before it’s too late to mend it. Enough for the hullabaloo’s of many politicians who intermittently exhibit their philanthropist being, because as quoted and which I have absorb the lot â€Å"those that are lavish in words are niggard in deeds†, it is undoubtedly true. We cannot deny the fact that we are inclined to let things bend over us, to satisfy our tiny whims or our desire to shower ourselves with gold. But let this not blind us. In the far end, we will become the victim of our addiction. For if we let the hurricane whirls on our surrounding and we keep still, we will sink in the center and drown out to death. The powerless and aimless vast number and keeps on expanding poverty-stricken families will one day, gain their leverage to unite in numbers and fight the oppressors of the world, to oust them in power and to establish a society devoid of injustices and inequality. The rise of modernism aggravated the plight of the poor; you cannot blame them to raise a couple of counter reactions against the elites; their rights and privileges were deprived and naturally, they were determined to assert it. Why should we wait for ‘Nature’s vendetta’ to come when we can make tiny reparations and adjustments to give what is due for our brothers and sisters. This about it, tomorrow will never become brighter, while the remnants of injustices are alive. Yet, we are looking forward to a brighter future. Let’s then mark an end to widening poverty line in our own tiny ways.

Definition and Examples of Titles in Composition - In composition, a title is a word or phrase given to a text (an essay, article, chapter, report, or other work) to identify the subject, attract the readers attention, and forecast the tone and substance of the writing to follow. A title may be followed by a colon and a subtitle, which usually amplifies or focuses the idea expressed in the title. Examples and Observations It is important to know the title before you begin- then you know what you are writing about. (Nadine Gordimer, quoted by D. J. R. Bruckner in A Writer Puts the Political Above the Personal. The New York Times, Jan. 1, 1991)The title comes afterwards, usually with considerable difficulty. . . . A working title often changes. (Heinrich Bà ¶ll, interview in The Paris Review, 1983) Catching the Readers Interest At the minimum, titles- like labels- should accurately indicate the contents in the package. In addition, however, good titles capture the readers interest with some catchy phrasing or imaginative language- something to make the reader want to buy the package. Barbara Kingsolver uses the title, High Tide in Tucson to catch our interest: What are tides doing in landlocked Tucson, Arizona? Samuel H. Scudders title is a good label (the essay is about looking at fish) and uses catchy phrasing: Take This Fish and Look at It. (Stephen Reid, The Prentice Hall Guide for College Writers, 2003) Tips for Creating Catchy Titles Titles catch the attention of readers and provide a clue to the papers content. If a title doesnt suggest itself in the writing of your paper, try one of these strategies: Use one strong short phrase from your paper Present a question that your paper answers State the answer to the question or issue your paper will explore Use a clear or catchy  image  from your paper Use a famous  quotation Write a one-word title (or a two-word title, a three-word-title, and so on) Begin your title with the word  On Begin your title with a  gerund  (-ing  word) (Toby Fulwiler and Alan R. Hayakawa, The Blair Handbook. Prentice Hall, 2003) Metaphorical Titles Is there a factor that above all others contributes to making a title intriguing and memorable? Ive studied the titles that have captured the public imagination during my lifetime. Add to The Heart Is a Lonely Hunter, The Red Badge of Courage, and The Blackboard Jungle the following titles that almost everyone seems to like, and ask yourself what they have in common: Tender Is the NightA Moveable FeastThe Catcher in the RyeThe Grapes of Wrath All seven of these titles are metaphors. They put two things together that dont ordinarily go together. They are intriguing, resonant, and provide exercise for the readers imagination. (Sol Stein, Stein on Writing. It announces what your manuscript is about in such a way that it compels your reader to sit up and take notice. In it, the Florentine astronomer promised readers great and very wonderful sights- the moon, sun and stars, literally- and even tossed in a paean to his Medici patron. Modern-day subtitles are generally shorter, yet they continue to tantalize us with invitations to learn the surprising secrets of Americas wealthy, tag along in one womans search for everything, or craft a life of well-being, wisdom and wonder. One critical element literature must possess to be considered classic is that it be a timeless story. Classic literature survives because it can be enjoyed and understood by readers from any generation. Another element of classic literature that is crucial to its survival is an important theme. Classic stories survive because they have a moral or they observe society and make a statement about the human experience. Themes are very important in classic literature as well. Themes in classic literature are usually universalthey are stories to which we all can relate. Classic literature also possesses the ability to communicate across cultures. Based on that understanding, this paper will examine the qualities that make Ethan Frome, by Edith Wharton, and To Kill A Mockingbird, by Harper Lee, examples of classic literature. Ethan Frome fits this definition because it depicts the theme of human tragedy in the form of losing one's hopes and dreams. Ethan Frome's life is a reflection of his failure to succeed. Through Ethan, Wharton demonstrates how loneliness and hopelessness lead to a sense of depression that he can never overcome. His tragedy lies in the fact that he is in a loveless marriage to a woman who seeks only to control him. We can see how Ethan's hopelessness envelops him when we are told, "But hitherto the emotion had remained in him as silent ache, veiling with sadness the beauty that evoked it. He did not even know whether any one else in the world felt as he did, or whether any one else in the world felt as he did, or whether he was the sole victim of this mournful privilege" (Wharton). Carbon-13 Non Magnetic Resonance (NMR) of Steroids

Carbon-13 Non Magnetic Resonance (NMR) of Steroids Carbon-13 nuclear magnetic resonance (CMR) spectra show a marked sensitivity to such important features of chemical structure as carbon hybridization, the electronegativity of heteroatoms, branching and steric crowding. Potentially, CMR is an extremely rich source of structural data in organic chemistry, capable of rivaling or even surpassing proton magnetic resonance. In the research proposed here, we intend to develop this potential in the field of steroid chemistry. The factors which determine the CMR spectra of steroids are only modestly well understood. We have begun, and propose here to continue, a systematic study of families of closely-related steroids (keto- and hydroxy-androstanes and cholestanes) with the conviction that only through such a systematic study can the basic factors governing the CMR spectra of steroids be brought to light. We intend to quantify those factors as predictive rules which relate spectra to structures and to develop computerized methods for using t hose rules to extract structural information from the CMR spectra of unknown steroids. We also propose to develop several chemical methods (derivatization procedures) for augmenting the information-content of such spectra. Within the last twenty years, the phenomenon of nuclear magnetic resonance†2 (NMR) has evolved from little more than a laboratory curiosity to one of the most powerful analytical tools in chemistry. The experiment itself consists of observing, in an applied magnetic field, the resonance frequencies (in the radio-frequency range) of magnetic nuclei in a liquid chemical sample. The analysis of NMR spectra yields chemical shifts and coupling constants which reflect, respectively, the chemical environments of and the bonding or spatial relationships between atoms whose nuclei are magnetic. Because protons are magnetic, interacting particularly strongly with electromagnetic fields, and because they are present in virtually all organic compounds, proton NMR (PMR) has found broad usefulness in organic chemistry. The literature on PMR spectroscopy is huge, and frequently it is found that PMR spectra yield chemical information which would be difficult, if not impossible, to obtain by an y other method. The determination of structure and conformation, 394 the analysis of mixtures, 435 the study of rate processes6 and the elucidation of reaction mechanisms 7 have all been aided substantially by PMR techniques. Other nuclei frequently observed via NMR are F-19, P-31 and C-13. The first two are not common inorganic compounds and are thus used for more specialized studies. Carbon, by definition, occurs in all organic molecules, but only about 1isotope C-13. This, together with the fact that C-13 nuclei are almost two orders of magnitude less sensitive than protons to the NMP experiment, has hampered the widespread use of C-13 NMR (CMR) as an analytical tool for organic chemists. However, recent instrumental 8 advances such as pulsed Fourier transform techniques and 9-l 1 noise-modulated proton decoupling have made it possible to obtain natural-abundance CMR spectra of even large molecules (e.g., steroids) or low-concentration (ca. 0.05 M) samples within a reasonably short time (0.5 10 hr.). The research to date 12 indicates that C-13 chemical shifts (which constitute the primary data usually collected in the CMR experiment) cover a broad range (ca. 200 p.p.m.) relative to H-l shifts (ca. 10 – P.P.m.1, and are highly sensitive to hybridization, the electronegativity of substituents, branching, and steric crowding. Thus CMR spectroscopy is pote ntially a rich and highly useful source of structural data. As further advances in instrumental design take place, CMR spectroscopy will become an increasingly available and informative tool in organic chemistry. OBJECTIVES AND SIGNIFICANCE The research proposed herein is directed toward understanding the factors which determine C-13 chemical shifts in steroids and toward developing computer-based methods whereby a chemist can obtain structural information from spectra of unknown steroids. This class of compounds was chosen for two reasons. First, the steroid skeleton is more or less rigid, providing a relatively controlled framework within which to study the effects of steric hindrance and other geometrical factors upon C-13 shifts. Second, a great fraction of steroid and natural products chemistry involves the identification or verification of steroid structures, and thus we expect our results to be of significant practical utility. At the current level of understanding of C-13 chemical shifts, it is not now possible to predict the CMR spectrum of a given steroid with much certainty, although by referring to simple model systems, one can often rationalize the signs and general magnitudes of the spectral changes which take place when the nature and position of substituents are altered. It is now a challenging problem simply to assign the spectrum of a known steroid, that is to identify which observed peaks belong to which carbons. The first definitive study of the CMR of steroids was presented only four years ago by Roberts et al. 13 – In that report, the assigned spectra of nearly thirty assorted steroids are presented, with the assignment task accomplished ’I using specific single- frequency and off-resonance proton decoupling, hydroxyl acetylation effects on chemical shifts, deuteration, and substituent influences in analogous -6- compounds.† Since then, several other authors 14 have reported research on the CMR of steroids, but only recently has the systematic study 15,16 of families of closely related steroids begun. We have reported 16 the assigned spectra of fourteen keto-substituted androstanes and cholestanes, where the keto group occupies every possible position around the skeleton. We are currently collecting data on a similar series of hydroxy-substituted steroids, and work is also in 17 progress on the series of steroids containing one endocyclic double-bond. The initial stage or our proposed research is to complete the hydroxyl series and to obtain the CMR spectra of several bifunctional (e.g., dihydroxy and keto-hydroxy) steroids. With such a collection of systematic data available, we will be able to study the influence upon C-13 shifts of these three types of functionality, alone and in combination, which are by far the most common types occur-ing in natural steroids. From these data, we expect to be able to extract rules which will allow the accurate prediction of CNR spectra of steroids containing these groups. Zffrcher’*-20 has derived an extremely useful set of rules relating skeletal substitutions in steroids to changes in the PMR shifts of protons in angular methyl groups. The C-13 rules we seek will relate not only to angular methyl groups but to all carbons in the skeleton, and will thus provide a great deal more information than the Zircher rules. These CNK rules will also form the base for our proposed work in the computerized interpretation of CNR data (vide infra). – As the second portion of our work, we propose a study of reversible derivatization procedures which will aid in the assignment of the spectra of known steroids, and in the analysis of the spectra of unknown -7- steroids. Roberts and co-workers 13 have found that acetylation of a hydroxyl group in a steroid produces characteristic changes, due primarily to steric effects, in the shifts of carbons close to that group. They have used this effect in assigning such shifts. We propose to study the effects of other hydroxyl-group derivatives, specifically, the 2,4,6- trimethylbenzene (benzoates themselves, in our hands, have not shown any advantages over acetates), trifluoroacetate and the trimethylsilyl ether. These derivatives have different steric and electronic properties than do acetates, and should thus produce different patterns of spectral change, providing a convenient means of augmenting the information-content of ordinary CMR spectra. We also propose to observe the C-13 shift changes which take place upon cyclic ketalization of carbonyl groups, and we expect that such changes will be useful in determining the local environment of keto groups on steroids. It has been found 21,22 that the presence of a paramagnetic complexing agent (e.g., a †lanthanide shift† reagent) causes large changes in C-13 chemical shifts of alcohols and ketones. These changes can be related to the geometry of the complex, which reflects the geometry of the Alcohol or ketone itself. We intend to explore the use of such shift-reagents in assisting the interpretation of steroidal CHR spectra. Of particular interest will be the difference between JA- and p-hydroxy steroids: It is expected that the grossly different steric environments of axial vs. equatorial hydroxyl groups will have a pronounced effect upon the geometry of the complex, and thus, very different lanthanide shift patterns should result. If so, the effect should provide a convenient means for distinguishing the stereochemistry of sterols. -8- A third facet of the proposed research involves the development of computerized techniques for automatically extracting structural information from CMR spectra. This represents a logical growth of our Heuristic DENDRAL project, 23-28 an eight-year joint effort between our laboratories and the Departments of Genetics and Computer Science. The purpose of the project is to develop applications of heuristic programming (†artificial intelligence†) to problems in chemical inference, with the bulk of the effort directed toward the computerized interpretation of mas s-spectroscopic (MS) data. In the early DENDRAL research, 24,25 only saturated, acyclic, monofunctional compounds were treated, but we have recently reported the successful identification of the structures cf estrogenic steroids 25 (and mixtures thereof 27 ) via the computerized interpretation of MS data. As the complexity of compound classes has increased, we have felt a growing need for sources of structural data other than MS. CMR data show a sensitivity to stereochemistry and substituent placement which complements, rather than duplicates, MS-derived information, and thus CMR is the ideal candidate. We have demonstrated 28 the feasibility of using CMR data in automated structure analysis. Using a detailed and accurate set of predictive rules 29 for saturated, acyclic amines, we have constructed a computer program which can †reason out† the structure of such an amine, starting from its empirical formula and CMR spectrum. A similar effort is proposed for the steroids (at least, those containing endocyclic double bonds, carbonyl groups and hydroxyl substituents) in which structural information would be inferred from CMR data using accurate predictive rules. This information could then be integrated with the results obtained from derivatization or special CMR techniques, 9- and (if necessary) from MS analysis to yield possible structures. Not only would such a system have substantial utility, but it would represent an important advance in the †state of the art† in both CMR spectroscopy and chemical information-processing. A. CMR Spectra of Steroids We plan to complete the series of sterols by synthesizing [emailprotected], [emailprotected], 74-, 9+, lbc-, 14ti-, 16x- and 176- androstanols or cholestanols, whose CMR spectra (pulsed Fourier-transform spectra, obtained at 25 Mhz. using noise modulated proton decoupling) will be recorded and assigned. We have worked out likely synthetic pathways for the preparation of these using commonly accepted procedures and starting from compounds available in our laboratories. In order to test the extent of additivity relationships and of various interactions of substituents, we shall similarly synthesize and record the spectra of two or three dozen dihydroxy and keto-hydroxy androstanes and cholestanes. The candidates chosen will depend upon the results of the analysis of the monofunctional steroids. Using statistical procedures similar to those of Dalling and Grant, 30 and of Lindeman and Adams, 31 we shall attempt to correlate s/structural variables with chemical shifts, the goal being the derivation of an accurate set of substituent parameters for steroids. In assessing the effects of steric crowding and skeletal distortion, we plan to utilize a computerized, classical-mechanical model of the molecular structure, such as the Westheimer-type models recently reviewed by Schleyer. B. Derivatization We propose to analyze the changes in C-13 shifts which take place when the hydroxyl group in several of the above androstanols and cholestanols is derivatized to the 2,4,6-trimethylbenzene, trifluoroacetate and trimethylsilyl ether. We propose similarly to investigate the effects of ketalizing (with ethylene glycol) several androstenone and cholestanones. We propose to analyze the effects of lanthanide shift reagents (in varying concentrations) upon the CMR spectra of several of the hydroxy- and keto-steroids, with particular emphasis upon pairs of sterols which differ only in the orientation of the hydroxyl group. These investigations will be directed toward the development of a repertoire of non-destructive, chemical methods for increasing the ’information available from CMR spectra. C. Computerized Interpretation of CMR data There are three phases to our proposed research in this area, all of which will make use of the heuristic programming techniques developed in our DENDRAL project. First, we intend to develop a program to assist in the assignment of spectra obtained in; arts A and B, using currently available techniques (i.e., using rules for acyclic systems together with analogies from appropriate model systems). The purpose here is twofold: On one hand, such a program will hasten a time-consuming procedure (in our work, the assignment of spectra requires about as much time as the preparation of samples and the recording of spectra, combined), while on the other hand, it will provide a context within which to develop techniques applicable to the more difficult problem of structure identification. Specifically, we will need methods for express; ing CMR rules as efficient computer code, and for deciding whether a good, unambiguous fit occurs between predicted and observed data. Secondly, we intend to u tilize the rules derived in part A, together with derivatization information from B, to write what is called a †planning† program in the DENDRAL terminology. Such a program is designed to examine the spectrum of an unknown and, referring to a set of heuristics, to attempt to verify the presence or absence of specific structural features in the unknown. Whereas the predictive rules allow one to predict a spectrum from a given structure, the heuristics represent transformations of the rules which allow one to infer structural information from a given spectrum. The primary challenge in constructing the planning program will be the design of heuristics which are as informative as possible, yet which run efficiently. This program will be a useful analytic tool in itself and will be used in the third phase of our proposed research. This third phase will involve merging the planning program with the existing DENDRAL system, which analyzes MS data for steroids. Modifications will be made to the structure generation program, which can construct all possible sets of acyclic substituents from a given set of atoms and attach those substituents in all possible ways to a given cyclic skeleton. The structure generator now makes use of IISplanner information, constructing only those steroids which are consistent with it. We shall modify the algorithm to make use of the output from both the MS and the CMR planners, and shall extend the algorithm to consider questions of stereochemistry, which are currently ignored. We believe that the augmented DENDRAL s ystem will have the capacity to identify, unambiguously, the structures of a wide variety of steroids using information from just these two spectroscopic sources. The programs will be written in the LISP language, and will thus be compatible with the rest of the DENDRAL system. Computer time on the PDP-10 will be provided through the NIH-funded SUMEX facility at Stanford, and we request no support in this proposal for computer facilities. Programs developed in our proposed research will be available to the scientific community over the ARPA computer network.

I agree that through adversity, one’s true character shines above the mask that is shown during ones â€Å"prosperous circumstances†. At the mere age of 16, I have overcome many situations in my life that showed me the truth to my character. The passing of my father is one example. At the time, my main concern was that the life me and my family lived would never be the same. Having lost not just a father-figure, a role model, and one of my closest friends at that age, my family lost the head of our household. I faced the challenge of caring for all the people around me who shared the same aching feeling of the loss I did, while at the same time trying to fill the void in my heart that was buried with him. Confronting the loss of so much in your life is not easy. I remember one of the largest moments during this time that made me come to terms with his loss. The first few football practices of my 6th grade year were the hardest. The occasional glance to my mom watching us practice turned my enthusiastic and serious attitude toward practice into a grieving stare as I see my father missing from the picture. I would never be able to keep playing like this. But I dug deep, and stayed dedicated to the sport that he supported me at, and with time and devotion I was able to understand that even though my father is not there physically, he will always be right there next to me on the field, cheering me on like he did in the past. Even though the physical aspect of my father is gone, I will always know that he is there with me, enjoying the best seat in the stadium. Another situation in my life that I have had to overcome adversity is the  injury in my left knee that I face today. The day I heard that I would not be able to play football my junior year, I did everything I could to distance myself from the game and my teammates. We all have those genuine fears of incidents that lead to where we cannot do hobbies or interests of ours. Imagine a graphic artist losing his hand along with his ability to draw, or a ballet dancer unable to perform in a recital because of a damaged knee. Every day is a battle. The physical strength it takes to go through a day of physical therapy, the mental strength I use to push myself to be on the field again, and the spiritual strength it takes to remind myself that I am still part of this team. Like that Gatorade commercial, â€Å"One More† mean to me that I am one more day closer to reaching my goal of playing alongside my friends, one more set of exercises to strengthen my knee, and one more opportunity to play the game that I love. I know ask myself, without adversity in my life, how would I know what type of person I am and what I value most? I wouldn’t. Had Horace not faced adversity, would his writing still be the same or at that even exist? Horace wouldn’t have needed to turn to poetry in order to save his life, but instead gone with his life as nothing but a mediocre general in the Greek Army, Instead of being the inspiring poet we know to this day.

Definition of Community in Community Health Nursing Give a definition of what a community is it is not solely geography, but includes factors of culture, ethnicity, age, etc. Consider principles of community care and critically discuss how a PHN in Ireland could ensure that care provided in her particular community is both inclusive and comprehensive. Introduction A community may be defined in many different ways. Community care can also be defined differentially, maybe in relation to a fundamental philosophy, may in terms of imposed limitations and definitions of community delineation. Discussion One definition of;community’ is â€Å"A social group of any size whose members reside in a specific locality, share government, and often have a common cultural and historical heritage† (http://www.sustainablemeasures.com/Training/Indicators/Cmmunty.html). This notion of community identifies the key elements of community in relation to healthcare that concern healthcare service providers and policy makers. Communities can be defined in terms of their location, but it is not enough to delineate communities in terms of specific areas, because communities are not simply collections of people who are in close proximity with each other by happenstance (Webb, 1986). Communities occur because of features which bring people together, often because of need, such as family support, or because of common interest, such as healthcare support groups. However, not all groups which share a common interest are communities (Trevilion, 1993). Location and purpose seem to be aspects of com munity, sharing not only common interest but common activities and common purposes, common concerns and common needs (Sines et al, 2005). Culture, ethnicity, age, gender, sexuality, all of these can be characteristics which define a community, but they could also be different elements of identities and needs within a particular community. For example, it is possible to talk of traveller community health, traveller women’s health, gay men’s health, and the like, and thus we are referring to communities which may exist within geographical communities, or despite geographical boundaries (McMurray, 2003). Within the United Kingdom, issues surrounding community health and wellbeing have concerned healthcare providers, particularly in defining distinct communities or sectors of communities, in order to identify health needs and develop and mobilise services in order to meet those needs (Lewis, 1999). However, these needs and the communities focused on have been traditionally limited to government-defined communities or definitions of who belongs to what community (Lewis, 1999). More recently, the re-orientation of UK healthcare services towards a more patient-centred model has led to the upsurge of service user involvement in design, development and evaluation of services (Pickar et al, 2002; Simpson et al, 2006; Tait and Lester, 2005; Telford and Faulkner, 2004; Humphreys, 2005). This could be viewed as a means of breaking down the traditional hierarchical barriers between ‘the community’ or communities being served by healthcare providers, and the providers themselves (Telford and Faulkner, 2004). Addressing community needs can be informal, local, or national and formal, and seems to form part of governance strategies in the UK and Ireland (DoHC, 2001). Such strategies also now seem to focus not only on the service user information role, through gathering feedback and through service user involvement (Poulton, 1997), but also the need for greater collaboration, within and between healthcare and community/ social care/ voluntary sector agencies (Cumberledge, 1986; Fisher et al, 1999). These are all very good ideals, but in order to make user involvement and collaborative approaches work, information needs to be applied to practice, and practice needs to be changed for the better. This requires staff at some level to enforce these changes. It might be that the Public Health Nursing role within the Irish community healthcare context could be viewed as one of the loci for the enforcement of community-oriented healthcare provision. However, more information is needed on how this ‘enforcement’ of change could be achieved through this role. For example, collaborative care planning, needs assessment and care provision has existed for decades (see for example, Webb, 1986), but this kind of joined up working is still not a reality of practice, with failings in communication and challenges of interprofessional working still dogging the footsteps of primary healthcare providers (Poulton and West, 1999). If healthcare providers cannot work well with each other, they set a poor example for joined up working with community-focused or community-derived groups, as well as individuals who identify themselves as belonging to certain communities. Community services within the Irish context cover both health services –primary, secondary and tertiary – and social care services, all of which are supposed to meet the needs of the individual and the community. However, provision and suitability of services can vary by location. Because of the diverse nature of communities, it might be difficult to provide services which meet all community needs in any given location. This would suggest a need for flexibility of care provision, and again underlines the need for good inter-professional, inter-disciplinary, and inter-agency working. Public Health Nurses are accustomed to working with multiple professions and agencies, but there is a need to re-evaluate concepts of diversity in relation to the communities which occur within their sphere of practice. Conclusion Community is a term which encompasses many aspects of social life. Healthcare services which have a community focus would have to be very flexible, adaptable, and even creative, because of the increasingly diverse nature of communities. This diversity emerges not only from social changes, some of which are driven by economic, media and technological changes, but also by new understandings of communities and their inherent components, differences and similarities. Community focused models of service design and provision are those which would involve service users in design, planning, governance and evaluation of services, but such involvement must be representative of the increasing diversity of the communities concerned. Public health nurses are in a good position to access and support all sectors of the community within the Irish context, and to support service users to provide input into all levels of health and social care provision, even into healthcare professional education.
